This is how the vendors work. A container is hidden under the cell floor’s geo. Then the actor/NPC is linked to that container. You can set the items to either be leveled and or add in specific items. That’s basically it, for all TES and Fallout games. Considering this is the same engine, it seems the same rules apply

This is basically Skyrim’s Dawnstar glitch. Where theres a chest hidden in the ground near the mines that has access to the Khajit’s merchant equipment before they patched it in the Special Edition. Granted, its still there in the regular game.

I first discovered a glitch liek this back in skyrim on the PS3.

Has Bethesda ever though about I don’t know, making the store inventory boxes owned or something? That way you can’t take things from them without it being illegal. In fact, I believe New Vegas and Fallout 3 had certain stores keep they’re inventory stashes out in the open but they were always locked and set to owned so you couldn’t steal items easily.

The funniest thing about this is that in all Bethesda games (because of the engine) they weren’t able to create vendors that use a character inventory to sell, instead what they do is that they create a storage box and hide it INSIDE the ground, well below ground level, but this box works like any other box, so it still has physics. So they put these boxes on top of a small surface area to hold it.
That means that the reason you are able to access this inventory like this is because that box, below ground, bugged and its interaction point is glitching up to ground level.
